The Amazon Observatory of Deforestation and Environmental Crime of the Asociaci\u00f3n Fronteras Amaz\u00f3nicas \u2013 AFRONTA warns of impunity and risks facing the Kakataibo, Ash\u00e9ninka, Ash\u00e1ninka, Yanesha and Shipibo-Konibo peoples.<\/p>\n

AFRONTA's Amazon Observatory of Deforestation and Environmental Crime has presented a report documenting 19 Indigenous defenders murdered between 2010 and 2024 within the jurisdiction of the Regional Organization AIDESEP Ucayali (ORAU), covering territories in Ucayali and Hu\u00e1nuco. The report warns that these crimes are linked to the expansion of illegal logging, drug trafficking and land trafficking in Indigenous territories.<\/p>\n

One of the central findings is the high rate of impunity. Of the 19 cases analysed, only five have ended in convictions, among them those of the four Ash\u00e9ninka leaders of Alto Tamaya Saweto (2014) and of the Kakataibo leader Arbildo Mel\u00e9ndez (2020). The remaining case files are under investigation, at the indictment stage or have been shelved, with insufficient public information about their progress. The report notes limitations in access to prosecutorial data and an uneven response from the justice system.<\/p>\n

The report also reviews how the Inter-sectoral Mechanism for the Protection of Human Rights Defenders, run by the Ministry of Justice and Human Rights, is working, and gathers criticism from Indigenous organizations over its limited coverage, lack of budget and delays in adopting measures in the face of risks already flagged. In several cases the victims had reported threats to local authorities, the Ombudsman's Office and the Public Prosecutor's Office, without effective preventive action being taken.<\/p>\n

Indigenous organizations stress that protecting defenders cannot be separated from protecting their territories. They point to the urgent need to speed up the titling and legal formalization of native communities, to strengthen prosecutors' offices and courts in Ucayali and Hu\u00e1nuco, and to guarantee access to public information about ongoing proceedings, as well as to provide the Protection Mechanism with resources and protocols that include the direct participation of the organizations themselves.<\/p>\n

Nationally, AFRONTA has warned that there are at least 226 Indigenous defenders at risk in the Peruvian Amazon, and that regions such as Ucayali and Hu\u00e1nuco account for a large share of the murders recorded over the past decade. The urgency of these demands became clear again this year, after the armed attack of 12 November in the native community of Manitiari, province of Atalaya (Ucayali), in which Ash\u00e1ninka people were killed, a case now being investigated by the Prosecutor's Office for Human Rights and Counter-Terrorism.<\/p>\n

The full report on Indigenous defenders murdered within ORAU's jurisdiction between 2010 and 2024 will be available to download on AFRONTA's website (www.afronta.org.pe), with the aim of providing evidence for action by the State, international cooperation and Indigenous organizations themselves in protecting those who defend the forest and their territories.<\/p>\n
